 Preschool For All

 
Background
San Diego County Preschool For All (SDCPFA) is a five-year demonstration project, funded with $30,000,000 by the First 5 CommissiChildren learningon of San Diego ("First 5 San Diego"). The purpose of the PFA Demonstration Project is to build a model which demonstrates how to successfully provide universal access to preschool, that: ensures a quality preschool experience; provides families with a wide variety of preschool settings from which to choose; recognizes the early education needs of a socially, culturally, and linguistically diverse population; is inclusive of children with special needs.

Neighborhoods within the following six PFA demonstration communities were selected: Lemon Grove, San Ysidro, South Bay, National City, Escondido and Valley Center/Pauma. These regions were chosen based on a needs-assessment analyzed by the American Institutes for Research (AIR).
 
Eligibility
To be eligible to participate in PFA, children must be 4 years of age on or before December 2nd. Due to additional funding through a California State First Five Power of Preschool grant, three-year old children residing in National City school district boundaries are also eligible to participate (child must be 3 years old on or before December 2nd).  Children must also reside in one of the elementary school district neighborhood boundaries and attend 3 consecutive hours of preschool education per day.

CDA’s Participation in PFA
CDA is proud all of our centers meet the PFA Quality Standards.  The key word describing PFA Preschool programs is QUALITY.  Every SDCPFA Preschool program must meet a strict set of criteria, designed to ensure that each child’s preschool education will be a valuable, enriching experience. CDA’s Child Development Centers that are designated PFA sites include Finney, The Parks, and Eastlake.
 
Child Development Associates also has been designated as the SDCPFA reimbursement agency. All Providers participating in SDCPFA submit reimbursement claims to CDA for processing of payment.
